Bidding for reconstruction of South River Road has been delayed by paperwork.

No new date was set at Lincoln County Commissioners meeting on Monday, but County Highway Superintendent Carla O’Dell said everything should be in order soon, so they can proceed.

The road reconstruction is expected to cost approximately $290,000, with 95% of the cost coming from the Federal Emergency Management Agency.

Commissioners set 10 a.m. July 15 for the continuation of the hearing regarding Lorie Koertner and whether she neglected her duties or was guilty of any misconduct as county treasurer. She served as treasurer from her swearing in on Jan. 3 until her removal by commissioners on May 13.

The July 15 date is to allow time for commissioners, and for Koertner and her attorney, to review the state auditor of public accounts’ report. The auditors are conducting an attestation of the county treasurer’s office and their report should be completed this week or next, said Commissioner Chair Joe Hewgley.

Commissioners also voted to appoint Hewgley and Commissioner Jerry Woodruff to recommend to the rest of the board a response to the auditor’s report. After the auditor’s office receives the commissioners’ response they will prepare a final report and make it public.

Commissioners also heard from Lexie Dillard, who had submitted a tort claim for damage to her vehicle in the parking lot south of the Lincoln County Detention Center. She said the damage was caused by a piece of reinforcing bar sticking up from a parking curb that is was securing to the ground.

Sheriff Jerome Kramer was present and said the rebar has since been pounded down and the sheriff’s department will watch to make sure it does not work its way up to cause further problems.

Commissioners voted to table the claim and submit it to their insurance company.

In other business, commissioners:

» Authorized the chairman to sign a right-of-way permit for Century Link and a right-of-way permit for Consolidated Companies Inc.

» Accepted a notice of termination from Thomas County for veterans office services.

» Appointed Jeff Boeka to the North Platte/Lincoln County Visitors Bureau Advisory Board to fill a vacancy created by the resignation of Barb Fear.

» Authorized the chairman to sign a contract with Figgins Construction Co., Inc., for Project # LCDOR-2019-02; three miles of armor coating. This was the duplicate copy of the contract. It had been delayed because Figgins did not realize both copies needed to be signed and they had not mailed it to commissioners along with the first copy.

» Conducted a closed session regarding pending litigation.
